Frank S. Chuang Is The General Partner and President of C&C Development, LLC
Frank S. Chuang is the President (QC/QA) of L-C Associates Inc. Dr. Chuang is also a General Partner and President of C&C Development, LLC. He submitted a site plan and subdivision plan to the Town of Cromwell Planning & Zoning Commission for C&C Development, LLC which is seeking to subdivide the property into two parcels. He is a well educated individual who started his career as a manager in New Britain in the C.E. Maguire’s Environmental Engineering Department. He was also responsible for opening the company’s East Hartford office at Hayden Wegman where he went to work after six years. Later in 1981, he established his own firm known as L-C Associates, Inc. and took the position of its Chairman and CEO (1984-2003). Frank S. Chuang, Partner of Cambridge MA, LLC has received from the Town of Rocky Hill Building Official approved and issued a Certificate of Use and Occupancy (CO) for his excellent 8,000 sq. ft. new office addition. He also obtained a Certificate of Zoning Compliance from the Town of Rocky Hill Planning and Zoning Officer. He has also successfully completed a number of design and projects related to environment, transportation and civil. For the Metropolitan District Commission proposed New Access Roadway from Freedom Drive to existing driveway of Collinsville Water Treatment plant facility, Frank S. Chuang also presented a site plan application to the Town of Canton Zoning Commission to improve safety and in order to reduce sources to the Nepaug Reservoir. On 21st Sep, 2011, the commission approved the site plan. In addition, Frank S. Chuang also successfully managed projects such as Route 7 Relocation, Norwalk, New Bridge Design; Rhode Island Bridge Rehabilitation program, Charter Oak Bridge No 847 Replacement, Coventry, RI; Grand Central Station Rehabilitation Program, New York City; New Haven Line Catenary System Rehabilitation Study, New Haven-Greenwich, CT and more. For the entire permit 06-45p, Frank S. Chuang requested a five year extension from the South Windsor Planning and Zoning Commission on behalf of the Chinese Baptist Church of Greater Hartford (CBCGH). However, the original application permit was approved on October 10, 2006. CBCGH was not able to go forward with the construction of the project as scheduled due to the slow economy and lack of funds at that period. On 9.19.2011, Planning and Zoning Commission approved the extension date to 10.10.2015.
